PAKLIM - Program Advis Kebijakan untuk  Lingkungan Hidup dan Perubahan Iklim Policy Advice for Environment and Climate Change is looking for 1 (one) qualified “Technical Project Professional

Responsibilities
  • Maintaining an overall good flow of communication and information between all involved institutions, mainly counter partners on the city and kabupaten level as well as provincial level 
  • Coordinating and executing advisory services on climate change issues in the cities and kabupaten of East Java being responsible contact person 
  • Supporting the identification and development of capacity building measures for counterparts at municipal; district and provincial level, as well as relevant institutions acting as services providers for administrations 
  • Contributing to the monitoring activities in the cities and kabupaten of East Java and ensuring timely reporting to the team leader and counter partners 
  • Adapting or developing toolkits for dissemination and mainstreaming climate change strategies for cities and kabupaten 
  • Ensuring the dissemination process starting with partner cities and expanding beyond PAKLIM’s regions; ensuring cross-city information exchange in East Java; and ensuring knowledge transfer on provincial level to counterparts and appropriate institutions (services providers) on provincial and inter-provincial level. 
  • Assisting interlevel government dialogues and support sector specific policy discussions specifically related to RAD-GRK implementation
Special responsibilities:
  • Support the development of municapal integrated solid waste management approach  
  • Support the improvement of gender competences within PAKLIM

Tasks
Communication and Networking
  • Develop and maintain communication with all relevant stakeholders in East Java 
  • Develop network and build cooperation with relevant development partners or institutions on the city, district and on provincial level in East Java 
  • Cooperate and support PAKLIM’s Central Java office and colleagues 
  • Support the interregional communication between Central-, East-Java’s and DIY’s cities and kabupaten 
  • Support the development of the component’s dissemination strategy

Development and Planning
  • Facilitate the process of investigation, assessment, study and analysis in the area of climate change that is needed by the project, the local and national government, and non-governmental institutions 
  • Take part in the formulation of project planning and facilitate synchronization between the planning, and budgeting system 
  • Actualize and coordinate the planning continuously together with counterpartners 
  • Monitor and evaluate result of activities in East Java, and give input/feed- back for better implementation. 
  • Being responsible for the preparation, execution and documentation of training, workshops, forums, meetings, and other project activities together with the partner institutions 
  • Go on repeated and extensive field visits to the regions in accordance with the requirements of the project

General tasks

  • Maintaining a close cooperation and the flow of information with relevant stakeholders in Central- and East Java 
  • Responsible for the timely compilation, documentation, verification and reporting of project related activities including project administration. 
  • Responsible to coordinate the project activities in the cities, kabupaten and province 
  • Responsible for monitoring and evaluation of project activities based on the results chains 
  • Acting as one gender focal person within PAKLIM

Other Duties/Additional Tasks
  • Undertake further job trainings related to his/her position and duties, especially with respect to dissemination, gender and development of ‘low-carbon development plans’.
  • Ensure that lessons learned from developing ‘low-carbon development plans’ and related financial/funding options are documented
  • Monitoring and regular reporting of the activities within the cities and kabupaten in charge and other tasks assigned by the team leader.
  • Support all team members of component when necessary and appropriate.
 
Required qualifications, competences and experience
  • University degree in relevant scientific field 
  • At least 3  years of professional working experience in a similar position 
  • Excellent command of MS-Office 
  • Good working knowledge of modern telecommunication systems 
  • Language knowledge: English proficiency excellent
