Responsibilities
This senior level incumbent is responsible in for steering and coordinating capacity development approaches and activities to enhance the capacity of relevant institutions and key individuals (crossing both public sector and private sector) to design, anchor, and implement upscaling, replication, and dissemination on climate change mitigation mechanisms

Tasks of the Technical Advisor on industry mitigation models & policy 
  • Developing climate change mitigation capacity development tools (e.g. energy management system based on ISO 50001) 
  • Identifying and integrating lessons learned from pilot activities into policy and capacity development measures 
  • Designing and managing a set of capacity development activities for ministerial staff, local governments’ staff and other relevant institutions, in conjunction with support from local and international short-term experts 
  • Designing the approach and steps to integrate the climate capacity development tools and approach to relevant local services providers and other stakeholders 
  • Ensuring and deepening continuous communication and exchange between the industry team, its public partners, and representatives of Indonesian industry 
  • Using existing networks and experience to identify, involve and support additional actors from both public and private sectors towards the program’s objectives

Within this context, the incumbent carries the following tasks:

Managerial, Advisory, and Content-Related Tasks
  • Scoping, defining, and aligning the activities of international and national consultants to develop new and/or customize existing tools and approaches to climate change mitigation mechanisms, suitable for national and local conditions and contexts
  • Identification and engagement of target groups for capacity development including private sector actors with upscaling potential and staff across the Component’s counterparts (KLH, MoI, MEMR) and other relevant institutions
  • Managing and contributing to capacity development activities including awareness training and workshops on climate change mitigation issues
  • Cooperating with other components within PAKLIM, GIZ, other donors, and any other relevant organisations in order to develop and integrate lessons learned into development of effective capacity development tools and concepts
  • Establishing criteria for local service providers engaged in the programme’s activities, and designing, supervising, and backstopping capacity building
  • Steering facilitation processes (e.g. VPA working groups)
  • Cooperating with International and Local consultants in studies related with climate change mitigation options for industrial sectors
  • Advise and supervised the involved services providers in the capacity development activities
  • Elaboration of lessons learned, participation in reflection, contribution to regular monitoring and reporting (to PAKLIM management, for BMZ)

Required entry qualifications and competencies
Formal education
  • University degree in international relations, development, engineering, or environmental management

Professional experience
  • At least 5 years of relevant professional experience, including project management 
  • Background in environmental management systems, energy/eco efficiency, environmental technolog 
  • Experience in developing and facilitating capacity development programs, tools and training modules, ideally linked to the climate change topic (mitigation) 
  • Strong knowledge of the working modes of the Indonesian public and private sectors 
  • Networks into both public and private sectors in Indonesia regarding climate change issues

Other qualifications and skills
  • Language skills: excellent spoken and written Indonesian and English 
  • Excellent interpersonal, communication, and presentation skills and ability to utilize appropriate language/argumentation for different types of stakeholders, i.e. public partners, private sector partners, NGOs, donors, etc. 
  • Demonstrated ability to take initiative and work independently while also having the skills and interests to work effectively within teams and network 
  • Demonstrated ability to do conceptual work, critical thinking, successfully implement concepts, and be able to monitor, adjust, and report on results achieved 
  • Have a personal preference and orientation towards implementation
